Prefeito Eduardo Hagge (MDB) assina Decreto que eleva em até 500% os custos de sepultamento nos Cemitérios Municipais

No último dia 9, o prefeito de Itapetinga, Eduardo Jorge Almeida Hagge (MDB), assinou um Decreto que tem gerado forte controvérsia e críticas por parte da população. A medida aumenta de forma expressiva as taxas cobradas pelos serviços de sepultamento nos Cemitérios Municipais, com alguns reajustes chegando a impressionantes 500%.
De acordo com o Decreto, o reajuste busca cobrir custos operacionais e melhorias nos serviços funerários. Os valores anteriores, estabelecidos em 29 de dezembro de 2006 — ou seja, há mais de 18 anos — foram considerados desatualizados diante do aumento nos custos com pessoal, manutenção, reformas, ampliação, energia, água, materiais e equipamentos. Assim, pontuou o prefeito, a medida visa adequar as tarifas à realidade financeira do município.
Especialistas ouvidos pelo JS alertam que esse aumento repentino nas tarifas de serviços essenciais, como sepultamentos, pode impactar significativamente as famílias, especialmente aquelas que já enfrentam dificuldades econômicas. Muitos defendem que, para evitar um impacto excessivo, o reajuste poderia ter sido feito de forma escalonada, permitindo uma adaptação mais gradual por parte da população.
Há consenso de que as decisões que afetam a economia das famílias devem ser tomadas com sensibilidade. Segundo Especialistas em Economia e em Finanças Públicas, ouvidos sob reserva pelo JS, embora a justificativa do prefeito possa ser válida do ponto de vista financeiro, ela não pode ignorar as necessidades básicas da comunidade. Segundo eles, o acesso a serviços funerários dignos é uma questão de respeito e dignidade às famílias enlutadas, devendo ser, portanto, prioridade nas políticas públicas.
Para os Especialistas, uma alternativa mais equilibrada poderia envolver consultas públicas, avaliações de impacto econômico e soluções como subsídios ou assistência financeira direcionada às famílias vulneráveis. Assim, destacam, seria possível equilibrar as finanças municipais sem prejudicar aqueles que menos podem arcar com os custos adicionais.
Para se ter uma ideia de como o aumento anunciado pelo Governo Municipal pode ser significativo no orçamento das famílias itapetinguenses, especialmente para aquelas de baixa renda, antes do reajuste, as taxas de sepultamento variavam entre R$ 150 e R$ 300. Com o novo Decreto, alguns serviços passaram a custar até R$ 1.500, representando um aumento expressivo para os usuários. Por exemplo, no Cemitério Parque da Eternidade, o valor de uma cova rasa subiu de R$ 50 para R$ 200; a permanência dos restos mortais por mais de três anos na sepultura passou de R$ 450 para R$ 1.500 anuais.
Representantes de entidades civis, defensores dos direitos do consumidor e membros de órgãos de fiscalização expressaram preocupação com o impacto social dessas mudanças, alertando que o aumento pode dificultar o acesso de muitas famílias aos serviços funerários.
Apesar da repercussão negativa e das manifestações contrárias da população, que já influenciam o posicionamento de líderes políticos da base do Governo Municipal e são exploradas politicamente pela oposição, até o momento não há informações sobre possíveis revisões nos valores ou alternativas para facilitar o acesso ao serviço por parte de famílias em situação de vulnerabilidade. Espera-se que, com o avanço dos debates públicos e o crescimento da insatisfação social, a Prefeitura ou o Legislativo promovam audiências e debates para discutir o tema e buscar soluções que conciliem a sustentabilidade financeira dos cemitérios com a acessibilidade a todos.
