FNP alerta para impacto na arrecadação e propõe compensação via Pasep

As medidas de compensação previstas no Projeto de Lei 1087/25 – que ampliou a faixa de isenção do Imposto de Renda e aumentou a tributação das altas rendas e dos dividendos – não seriam suficientes para equilibrar as contas de Estados e municípios, especialmente em relação à folha de pagamento. O alerta foi feito pelo secretário-executivo da Frente Nacional de Prefeitas e Prefeitos (FNP), Gilberto Perre, que estima perdas de R$ 4,8 bilhões para as Prefeituras.
A preocupação da FNP está na arrecadação do Imposto de Renda retido na fonte dos servidores municipais e estaduais, receita que pertence integralmente aos Governos locais e será reduzida com a ampliação da faixa de isenção. “Estamos preocupados principalmente com a folha de pagamento, não com a flutuação dos Fundos”, afirmou Perre em uma publicação na página oficial da FNP .
A Entidade informou que apresentará propostas de alteração no Senado caso o texto seja aprovado como está pela Câmara dos Deputados. O Projeto aumenta a faixa de isenção do IR para quem recebe até R$ 5 mil mensais e cria um adicional para rendimentos tributáveis acima de R$ 600 mil por ano. A proposta foi aprovada na última quarta-feira, 1º de outubro, pela Câmara dos Deputados.
Emenda rejeitada
A FNP havia apresentado uma Emenda ao Projeto do deputado Mersinho Lucena (PP-PB) para proteger as receitas de Estados e municípios, considerando que o IR Retido na Fonte dos servidores não é repassado à União. Com a ampliação da isenção, parte dessa arrecadação deixaria de existir, comprometendo o financiamento de serviços públicos essenciais. Apesar do apelo, a emenda foi rejeitada.
Proposta de compensação
O Projeto define mecanismos para reduzir o impacto financeiro da medida sobre Estados, Distrito Federal e municípios. Caso a arrecadação extra da União não seja suficiente para cobrir as perdas, os entes federativos poderão ter abatimento em suas contribuições ao Pasep (Programa de Formação do Patrimônio do Servidor Público).
Segundo Gilberto Perre, “a medida garante equilíbrio fiscal e justiça política, assegura a continuidade dos serviços essenciais e oferece segurança jurídica aos gestores, sem comprometer o mérito social do projeto original e fortalecendo o pacto federativo”.
