O Governo Federal vai comprar açaí, uva, água de coco, mel, manga, pescados e castanhas diretamente de produtores afetados pelo aumento das tarifas dos Estados Unidos. Adquiridos sem necessidade de licitação, os itens serão usados na merenda escolar de instituições públicas de ensino, hospitais, restaurantes universitários e para as Forças Armadas. A medida já está valendo e não tem data para terminar.
A ação vai contemplar agricultores familiares e empresas que deixaram de exportar para os Estados Unidos em função das tarifas impostas pelo governo norte-americano. Os alimentos serão comprados com o orçamento já disponível nos programas de alimentação escolar (PNAE), de aquisição de alimentos (PAA) e de compras institucionais. A lista dos alimentos foi publicada no Diário Oficial da União na Portaria nº 12, divulgada conjuntamente pelos ministérios da Agricultura e Pecuária e do Desenvolvimento Agrário e da Agricultura Familiar (MDA).
“O governo vai estimular que estados e municípios possam adquirir esses produtos pelos programas públicos de alimentação escolar. Isto é, ter na alimentação escolar açaí e frutas como manga e uva, além de mel e tilápia. Esses produtos serão absorvidos no programa de alimentação escolar. E, também, nos programas de compras nos restaurantes destinados às Forças Armadas e hospitais públicos federais, estaduais e municipais, restaurantes universitários e institutos federais que possam adquirir também esses alimentos para os seus restaurantes”, explicou o ministro Paulo Teixeira (MDA).
“Nós já temos um potente programa de compras públicas. Os preços levam em consideração uma remuneração adequada ao produtor”, afirmou o ministro Paulo Teixeira (MDA). O governo age principalmente para evitar a perda desses produtos perecíveis, já que não há solução imediata no mercado internacional.
CARNE BOVINA E CAFÉ – A carne bovina e o café, que também foram taxados pelo governo norte-americano, ficaram de fora da lista num primeiro instante. Segundo Teixeira, esses produtos têm maior facilidade de diversificação de mercados e maior durabilidade. “O café, hoje, tem um mercado grande no mundo inteiro. Há falta de café e há outros mercados que querem o café brasileiro. A carne igualmente, porque tem outros mercados e pode ser congelada. São produtos com validade maior”.
VENDA DIRETA – Para a venda direta, os produtores e empresas devem apresentar documentação comprovando que foram afetados pelo tarifaço. Eles devem procurar, por exemplo, governos de estados, prefeituras, instituições federais de ensino ou hospitais federais, além da Companhia Nacional de Abastecimento (Conab).
BRASIL SOBERANO – As compras governamentais compõem uma das vertentes do Plano Brasil Soberano, apresentado pelo Governo Federal para proteger exportadores, preservar empregos, incentivar investimentos em setores estratégicos e assegurar a continuidade do desenvolvimento econômico. O plano é composto por ações separadas em três eixos: fortalecimento do setor produtivo; proteção aos trabalhadores; e diplomacia comercial e multilateralismo.
As medidas direcionam R$ 30 bilhões do Fundo Garantidor de Exportações (FGE) para crédito com taxas acessíveis, além de ampliar as linhas de financiamento às exportações; prorrogar a suspensão de tributos para empresas exportadoras; aumentar o percentual de restituição de tributos federais e facilitar a compra de gêneros alimentícios por órgãos públicos.
